Two Victorian councils take matters into their own hands

The Victorian opposition says the government has failed to protect the community from dangerous drivers as a number of councils seek to introduce “anti-hoon” laws.
Greater Dandenong and Mornington Peninsula Shire are discussing local laws that would allow for on-the-spot fines for those caught attending, organising or encouraging hoon events.
