South Australian veteran Callum Ferguson believes cricket administrators need to enforce stricter penalties to stamp out slow over rates in international cricket.Friday’s match between Australia and India at the SCG was scheduled to conclude at 10:10pm local time, but the final ball was eventually delivered at 11:09pm, eight-and-a-half hours after the game got underway.
