Penrith coach Ivan Cleary has described the judiciary a lottery and believes there will always be inconsistency as long as the charge decisions are based on opinion. Cleary’s concerns come as ARLC chairman Peter V’landys has promised to review the judiciary system following an outcry of criticism.
