Why do visiting Victorians need a border pass to get into Queensland — and should you be tested for COVID-19?

Queensland authorities are monitoring the latest Victorian COVID-19 cluster closely, but thus far have avoided declaring Greater Melbourne a hotspot.
On the latest tally, 11 people have been linked a cluster at the Holiday Inn at the Melbourne Airport — three from a family who arrived from overseas, six people who were infected in the hotel and two spouses of infected hotel workers.
They’re not shutting the airport arrival gates just yet, but border passes are back.
