Nathan Brown feels the 18th man rule could be a waste of time if the player can only come on after three failed HIAs.

Warriors coach Nathan Brown believed the NRL have got it wrong with their 18th man rule, which will come into effect from next weekend.
After a spate of head knocks in round three, the NRL reacted quickly, bringing in a new rule that will allow teams to carry an 18th man in their game day squad. But this player can only enter the field if three team-mates have been ruled out for failing head injury assessments.
The 18th man has to be an emerging player and cant be the same player every week.
