Coal-fired power stations would be phased out by 2025 and there would be $100 million invested in the Collie Training and Transition fund to move the existing coal-related workforce into secure jobs.
Mr Kirkup said his plan would not impact the private sector but would see the state government deliver long-term jobs in clean industries, diversify the WA economy, rebuild WAs energy network and deliver cheaper power bills to home and businesses.
