Victorian Jockeys’ Association chief executive Matt Hyland says riders were blindsided by Racing Victoria’s announcement it would push for a sharp reduction in whip use on horses.
Under RV’s plan, riders would be limited to using the whip between five and eight times in total during a race from January 1, 2021.
