Mr Ryan said the situation in Mandurah was “rapidly deteriorating”, with people dying unnecessarily while “all levels of government and society are not doing enough to keep them safe”.
The institute’s annual overdose report also revealed that for the first time on record, WA had the highest rate of heroin-induced overdose deaths per capita, overtaking Victoria.
