Currently, anyone in Japan is free to dress as their favourite characters. That will continue, most likely, but there might be big changes for those who make money from cosplaying and possibly, even for those who dont.
As writer and translator Matt Altpoints out, the Japanese government is currently considering changing the countrys copyright laws, so that professional cosplayers would pay for use of characters.
