Suspicious paperwork and a mystery man named “Muzza” are at the centre of Sydney’s latest development furore, raising fresh concerns over defective buildings.

The spokeswoman said there was no route to complain directly to the Building Commissioner about defects but encouraged complaints to contact Fair Trading and said it could take action if breaches had occurred.
