Rugby Australia is also seeking private equity investment after posting a A$27.1 million (NZ$29.1m) deficit.
The organisations chair Hamish McLennan said it had little choice but to seek the funding to stop rugby in Australia from returning to an amateur game, on the same day New Zealand Rugbys 26 provincial unions voted unanimously in favour of a deal with American private equity group Silver Lake.
