Graham has signed a new contract at the Tigers, which could run to as long as four years.
The midfielder was giving serious consideration to a move to Carlton, who had presented an attractive offer to join Patrick Cripps and co. in the Blues midfield.
But the Tigers, who also face delicate negotiations on others like Nathan Broad and Jake Aarts, were able to present an acceptable offer to Graham.
