It comes despite eight new cases being recorded across the city on Wednesday.
Across the wider region there was no change to case numbers along the Surf Coast, Queenscliffe and the Golden Plains.
There are now just 74 active cases in the Colac Otway Shire, down from 85 the day before, as residents linked to the Australian Lamb Company outbreak begin to recover.
