Victoria only built a 35-run lead thanks to Lyons stunning figures of 6-21 his best ever in the Shield after NSW was bowled out for 165 on day one.
Earlier, Maddinson came out with a bang, hitting a six and a four off Starc within the first three balls of the day.
The Victorian batsman took a liking to the Aussie left-arm weapon, who went for 0-71 from his 14 overs.
Maddinson did the bulk of that damage early, hitting 32 runs off 19 balls against Starc, including five boundaries.
