NRL CEO Andrew Abdo says expanding the competition is a top priority for the game as well as outlining how he hopes to introduce a new transfer window.
The NRL has been speaking openly about increasing the leagues size to 17 teams in the coming years.
Perth, a second New Zealand side and a franchise from the Central Coast had all been touted as potential new locations.
