Taking a $10 wrench from a fictitious crime scene formed the basis of “engineered” corruption charges against an “honest and diligent” police officer, a top barrister has told a parliamentary inquiry.

The select committee is examining damage, harm or adverse outcomes resulting from investigations by South Australia’s anti-corruption commission (ICAC).
