The push to enhance protections follows the death of five delivery riders on Australian roads in a three-month period, among them Bijoy Paul, 27, who was hit by a car while delivering for Uber Eats.
The deaths separately prompted an ongoing state government investigation into the need for tighter safety regulations.
NSW Customer Service Minister Victor Dominello said the recent fatalities highlighted gaps in outdated existing schemes, which have not kept pace with the growth in online platforms.
