Tour de France organisers made a mistake in not declaring a winner of the event for the seven years where Lance Armstrong was stripped of his title, according to legendary commentator Phil Liggett.
Armstrong came back from cancer to take the Tour de France on a record seven consecutive occasions from 1999-2005. In 2013, after years of public denials, Armstrong confessed to doping, and his name was wiped from the record books.
