A global emergency alert by the World Health Organization (WHO) when COVID-19 emerged did not trigger the worldwide response it should have, an independent report has found.
A Public Health Emergency of International Concern, or PHEIC, is the highest level of global alert the WHO can issue and was declared on January 30, 2020.
The Independent Panel for Pandemic Preparedness and Response has found most countries did not respond adequately to the warning.
