Clubs concerned by NRL’s ‘emerging player’ 18th man edict – Sydney Morning Herald
The law will not come into effect for another fortnight and the ARL Commission agreed the 18th man must be an emerging player.

Several clubs are concerned with the NRL’s decision to rush in the 18th man rule and will raise their views when the governing body begins consultation in the coming days.
The NRL announced on Tuesday that it will introduce an 18th-man rule from round five as the game looks to combat a recent rise in the number of injuries and concussions.
