It was a difficult year for the Howard Government, as it implemented the biggest tax reforms of a generation in the GST, copped blow back over rising petrol prices, prepared for potential terror attacks at the Sydney Olympics, while it consolidated its political power after surviving a near loss in the 1998 election.
