Ms Berejiklian said a federal government audit of NSW’s hotel quarantine system was “given very high marks” compared to the rest of Australia, but that did not mean there would be no mistakes.
“Borders are penetrable, no matter how strong the borders are, whether they are state borders or overseas borders,” she said.
“People are still getting through, mistakes will happen. We cant assume we are going to have perfect compliance every day.”
