Health Minister Robin Swann says the Executive have a lot to consider on Thursday as new daily cases have risen by around 900% since June.
It was also revealed today that the flu vaccine will be offered to tens of thousands of people who were not previously eligible.
They include the families of those who were shielding and first form schoolchildren.
