Zelenskyy says Ukrainians could hold referendum on disputed territory, as new peace plan handed to US

Volodymyr Zelenskyy has proposed Ukrainians vote on whether to concede disputed territory, as Kyiv handed the US revised proposals to end Russia’s war.
