In the first Canberra game Ben Cummins has officiated since the controversial call in last years grand final, there came a pivotal point in the second half where he ruled a Cowboys penalty.
The Raiders were quick to challenge the call after Cummins ruled Dunamis Lui dived on the ball from an offside position.
