Penrith officials were left stunned on Saturday by video footage of a Canberra trainer getting involved in Friday nights second-half melee.
The 65th minute incident is certain to attract the interest of the NRL.
The Panthers were celebrating Charlie Staines second try in the south-western corner of BlueBet Stadium when fullback Stephen Crichton grabbed Raiders forward Joe Tapine and tried to drag him into the huddle before things escalated.
