Maxwell stated he wanted to see his officials make more use of the sin bin or send-off penalties for head-high tackles.
Maxwell said he would have supported referees if they had sin-binned or sent off Storm forward Felise Kaufusi and Manly prop Sean Keppie for respective high tackles in Round 2.
