Two international travellers have sparked a COVID scare in Melbourne after bypassing mandatory quarantine.
The arrivals, believed to be relatives from Germany, arrived in Sydney on Saturday morning.
However, instead of going from the International Terminal into hotel quarantine, they made their way to the Domestic Terminal and boarded a Virgin flight bound for Melbourne.
