Professor Nick Gruen said delaying the superannuation guarantee rise is understandable in the circumstances.
Australia should consider adopting a system similar to Singapore where there are large contributions but early access to those funds for housing and education vital investments for young people, said Professor Gruen, who is chairman of the Australian Centre for Social Innovation.
