Justice Coate also recommended that where hotels were used, police should be on-site 24 hours a day and each hotel should have a dedicated infection prevention and control unit as well as independent safety auditing.
The government would not confirm on Friday whether the hotels that would be used would be in central Melbourne or whether home quarantine would form part of the new program.
