Apple will start extracting privacy details of apps from third-party developers starting from 8th of December 2020 – Digital Information World
In either case, whatever the purpose of the collection of users’ data by the app developers is, it will be transparent to the users.

Back in June, Apple had made an announcement in its Worldwide Developers Conference (WWDC) that it will start requiring app developers to provide information that their apps extract from the users. It means that whatever data an app collects when a user downloads it, Apple will be needing to know the extent of those details.
