I may be remembering this wrong, but I think that Halloween is when Pokemon GO debuted its first seasonal special research. The system first debuted with Mew at Pokemon GO Fest 2018, but we got closer to the current system of things when Niantic debuted A Spooky Message that Halloween. Since then the Special Research has become a staple in the game, showing up last year and now this year with minor tweaks.
